As the JNA was mostly made up by Serbs or Montenegrins, the JNA opposed Croatian independence and took the side of the Croatian Serb rebels. By the middle of July, 1991, the JNA had approximately 70 000 troops in Croatia and fighting escalated rapidly.
The borders of Croatia faced attacks from forces within Serbia and Montenegro. This created great divide between the republics of Yugoslavia as they fought against each other in search of different ideals. Yet, this particualar incident actually brought Sebia and Montenegro together as they fought together for the same aim.
